In a statement, Nick Cavey, a spokesperson for the Maryland Department of General Services, which oversees the Maryland Capitol Police, said the lockdown was ordered after the Annapolis police “received a call from an individual threatening to target the Maryland State House. Jones said during the House's Friday session that the state has been working with the Maryland Office of Information systems "for quite a while" on putting a text-alert system in place for the complex.

HB 538 seeks to incentivize developers to add affordable housing options in future developments and would allow certain development projects to exceed typical density limits if the new development incorporates a certain percentage of affordable housing units. There is no text alert system for those who work in the legislative complex. After the all-clear announcement, Senate President Bill Ferguson (D-Baltimore City) and Houser Speaker Adrienne A. Jones (D-Baltimore County) released a statement, thanking the law enforcement officers who responded. Gov. Wes Moore (D), Lt. Gov. Aruna Miller (D) and Senate President Bill Ferguson (D-Baltimore City) were in the State House at the time of the lockdown. House Speaker Adrienne A. Jones (D-Baltimore County) had left the building moments earlier.

Within seconds of receiving the call, officers responded to the State House. The Maryland State House was locked down for about two hours Thursday from just before 5 p.m. After an anonymous phone threat was made, but officials said no signs of suspicious activity were found and later allowed people back inside.

From November 26, 1783, to August 13, 1784, Annapolis was the capital of the United States. Subsequently, Annapolis was a candidate to become the new permanent national capital before Washington, D.C., was built. The rotunda is the primary home of the Maryland Federalist, a 1987 replica of the original Federalist, a tiny ship built by Baltimore merchants in 1788 to celebrate Maryland's ratification of the U.S. Constitution.[17] Large Corinthian columns support the arches bracing the large dome above.
Ferguson said the alert system would be able to send text messages out in a moment to people who sign up to receive them. It also would have geofencing to send text messages to phones in the area. He said he hoped the system would be in place by the end of the state's legislative session in April.

The ceremony was the second since the 2024 legislative session ended. Moore also planned on signing roughly two dozen other bills into law in a non-public event on April 25. Those bills are mostly departmental bills and sunset extensions for various entities. Our family recently spent a wonderful weekend enjoying the historic sites, kid friendly attractions, beautiful parks, delicious food, and warm hospitality of Wilmington, Delaware. Spring is the perfect time to visit Wilmington, as many of the historic homes are opening for the season and the gardens are alive with vibrant flowers and plants. The State House isn’t the only major construction project around State Circle. The Maryland Stadium Authority is overseeing construction of a new Department of Legislative Services Annapolis State Government Complex. The new building is also expected to be completed by the end of next year, said Rachelina Bonacci, an authority spokesperson.
“We and everyone else in the legislative complex are grateful for their presence as we continue to do the people’s work,” they said. The Senate president also noted that bomb threats were sent to state capitols in early January, including in Maryland. The Old Treasury Building, a small structure on the State House grounds, is also getting a facelift.

People inside the State House were told by word of mouth to shelter in place. Journalists inside saw police with guns drawn search inside, before reporters were led out after about 30 minutes with police guidance. The state entered into an agreement with Motorola for a Rave alert system on Monday, Senate President Bill Ferguson, D-District 46, told reporters. Ferguson said he had been in discussion with House Speaker Adrienne Jones, D-District 10, about creating an alert system for some time.
Workers will restore the exterior to its aesthetic from around the time it was built between 1735 and 1736. It is the oldest public building in Annapolis, according to the Maryland State Archives. According to General Services’ records, this is the first large-scale restoration project the historic property has undergone since construction was completed in 1779, Cavey said. The historic Maryland State House dome has been restored and the second phase of the project to rehabilitate the country’s oldest state capital in continuous legislative use is now in progress. The Old Treasury Building, a small structure on the State House grounds, is also getting a face-lift. Earlier this month, Baltimore State’s Attorney Ivan Bates endorsed Dixon shortly after going public with what he called a growing “rift” between him and Scott. "Dr. Carey Wright's distinguished career as an educator, administrator, and leader in public education has uniquely prepared her to meet this moment as Maryland's State Superintendent," said Maryland Gov. The eight people in the press room locked the doors, turned out the lights and huddled on the floor. The Maryland State House and neighboring legislative buildings were on lockdown for almost two hours Thursday evening after a man called in to the Annapolis Police Department and said he was approaching the capitol building with a gun. The State House has been the site of multiple significant moments in the nation’s early history. Also during that time, Congress appointed Thomas Jefferson minister plenipotentiary to France at the State House, marking the first diplomatic appointment by the new nation.

Washington’s actions have been exulted as a critical step in the establishment of civil authority over military rule. On January 14, 1784, the Treaty of Paris was ratified here, officially recognizing the United States as a sovereign nation and marking the end of the war. A notable example of colonial architecture, it was designed by preeminent Maryland architect Joseph Horatio Anderson, also responsible for Whitehall (WS79). As the centerpiece of Annapolis’s notable Baroque town plan, it is situated within one of two circles, at the heart of the Annapolis Historic District.

"She is a champion for students, and I'm confident that she is the leader we need to fulfill the promise of creating a world-class public education system for Maryland." The governor's housing package also provides incentives for developers to add affordable housing options in future projects and allows them to exceed density limits. The governor also planned to sign about two dozen other bills into law during a non-public event Thursday. Both measures reflect a national conversation about what books and materials should be publicly available in schools and libraries. Those bills were among the 261 that Gov. Wes Moore (D) signed into law on Thursday. A legislative ethics panel called for Henson to apologize to House Speaker Adrienne Jones and a slew of other lawmakers and asked that she never be assigned to the House Appropriations Committee again.
Completed in 1779, it was the site of nationally important events after the American Revolution, including George Washington's resignation as commander-in-chief of the Continental Army, and the ratification of the Treaty of Paris. The rich architecture and history of the building was recognized in 1960 when the State House was designated as a National Historic Landmark. Moore also signed three bills Thursday that were part of his affordable housing package. The bill allows the AIB and Maryland State Board of Education, in consultation with local school systems, to limit the number and types of courses a high school students can take in a dual enrollment program for classes at a higher education institution.
Meeting that deadline was critical in order for General Services and the Sterling, Virginia-based contractor, The Christman Company, to create a backdrop for the historic swearing-in of the state’s first Black governor. The State House was greatly praised in its day as one of the country’s finest public buildings. Its exceptional classically inspired interior finishes were undertaken by noted craftsman John Rawlings, formerly of London. Its timber-framed dome was erected by Annapolis architect-builder Joseph Clark. The unusually tall dome comprises a two-stage drum and lantern with splayed pent roof and a lightning rod ornamented by a copper-sheathed carved acorn symbolizing strength.
The building is constructed of Flemish bond brick salvaged from two then-recently burned colonial houses, Bushwood Manor and Cartegena. This is the oldest state capitol still in active use as the seat of government and the only one to have served as the nation’s capital, witnessing important events that ended the American Revolutionary War. The Continental Congress met in its Senate Chamber from November 26, 1783, to August 13, 1784, during which time George Washington appeared to resign his commission as commander-in-chief of the Continental Army.

In February, two police officers and a paramedic were killed near Minneapolis after a man, who was barricaded in his home, opened fire on the police. The authorities shut down the city’s Shannon Park neighborhood, east of downtown, on Monday afternoon after gunfire erupted in order to more easily move victims to hospitals, the Charlotte-Mecklenburg Police Department wrote on social media. As the police approached the shooter, Chief Jennings told reporters, the officers were met with more gunfire from inside the home. After a long standoff, two women in the home were taken to a police station to be interviewed, the police later said in a statement. Video posted to social media appeared to show over a dozen police cruisers and two officers running at the scene.
The city's police chief announced Monday night that a Charlotte-Mecklenburg police officer who had been wounded, Joshua Eyer, had also died. Police initially said they believed there was a second shooter in the house, but officials have since walked that back. At a news conference Tuesday, Charlotte-Mecklenburg Police Chief Johnny Jennings told reporters that it seemed shots rang out after Hughes was taken down by police and that gunfire rang came from "multiple locations within the house." Eyer, the CMPD officer whose death was announced Monday night, is survived by his wife and a 3-year-old son, the police chief said.

House has visited a college campus amid ongoing protests that have led to tense exchanges between pro-Palestinian and Jewish students. More than 100 people on Columbia’s campus were recently arrested and charged with trespassing, with several students who took part in the protest facing suspension just weeks before year’s end. Shafik called on the New York Police Department, whose officers arrived in riot gear, to arrest protesters just one day after she and other Columbia leaders told Congress she would make changes aimed at ending the harassment of Jewish students. The school also announced it would start a hybrid learning model for the rest of the year. House of Representatives, who is elected by the majority party to lead the House.
Here are the Republicans who may be asked or are mulling run for speaker
The House is back to the floor for its 14th vote for speaker, and the one that Representative Kevin McCarthy is saying will finally clinch the deal for him. After Representative Matt Gaetz of Florida, who ending up holding the deciding vote, said “present,” most seated at the bar fell quiet. WASHINGTON — Kevin McCarthy’s chaotic campaign for the speakership has become, for some in Washington, a spectacle to be consumed with the urgency of a major sporting event. At the same time, Mr. Gaetz had reportedly sought a subcommittee chairmanship in the House Armed Services Committee. The dramatic moment was captured on C-SPAN’s video cameras, which, lacking the typical restraints placed upon them in a House with a speaker, were free to show whatever moments from the floor its operators deemed newsworthy.

The House can elect a new speaker at any time if the person occupying that role dies, resigns or is removed from office. Republican U.S. Rep. Kevin McCarthy is set to face a case of deja vu come Tuesday. The political future of the 57-year-old will once again be at stake as GOP lawmakers decide whether he should be elected as House speaker. Emmer voted to certify the 2020 election results after Jan. 6, 2021, but signed onto an amicus brief asking the Supreme Court to overturn the presidential election results. The former president noted that all of them have supported him "in both mind and spirit" since he won the White House in 2016 and said the five candidates "are beyond reproach and represent the absolute best there is in the Republican Party."
After opposing Emmer bid for speaker, Trump says his "strong suggestion" is to support Johnson
The clerk then appoints lawmakers from each party as tellers to tally the votes. As House Republicans gathered earlier in the week to select their third nominee for speaker, Trump vowed to remain on the sidelines of the race. But hours after Emmer won the nod in a closed-door vote by the conference Tuesday morning, the former president lambasted the Minnesota Republican, writing on Truth Social that "voting for a Globalist RINO like Tom Emmer would be a tragic mistake." From 1977 to 1995, three successive Democratic speakers – Thomas “Tip” O’Neill, Jim Wright and Tom Foley – reinvigorated the speakership.
Other hard-right holdouts who for days have refused to vote for Mr. McCarthy were Representatives Matt Gaetz of Florida, Lauren Boebert of Colorado and Andy Harris of Maryland. All three met with Mr. Trump or White House officials as they discussed how to fight the election results, according to evidence gathered by the House committee investigating the Jan. 6 attack. With Republican lawmakers growing irritable after days of fruitless voting, a heated argument broke out between several of them. But Representative Mike Rogers of Alabama, a McCarthy ally who is in line to become the next chairman of the House Armed Services Committee, took it to another level when he stepped toward Mr. Gaetz and had to be restrained. The vitriolic attack on the top candidate for speaker from a member of his own party led some of Mr. McCarthy’s supporters to walk off the House floor while he spoke.
Speaker of the U.S. House of Representatives
House Republicans charged in two articles of impeachment that Mayorkas has not only refused to enforce existing law but also breached the public trust by lying to Congress and saying the border was secure. It was the first time in nearly 150 years a Cabinet secretary was impeached. Majority Democrats have said the GOP case against Mayorkas doesn’t rise to the “high crimes and misdemeanors” laid out as a bar for impeachment in the Constitution, and Schumer probably has enough votes to end the trial immediately if he decides to do so. House Republicans have been pummeling the heads of elite university institutions for months, using them as a punching bag to make a broader point about how out-of-touch elite institutions are with normal Americans. Johnson has previously invited Jewish students to meet with him in the Capitol, and he has often allowed them to tell their stories of being under attack at school during news conferences.
Representative-elect Eli Crane of Arizona and Representative Matt Rosendale of Montana — the two holdouts who seemed most likely to move — both voted against him, leaving his fate in the hands of his lead tormentor, Representative Matt Gaetz of Florida. There’s a strong desire among Republicans to show a functioning House after being paralyzed for weeks following the ouster of former Speaker Kevin McCarthy. House conservatives are signaling they’ll give the newly minted House Speaker Mike Johnson some runway and flexibility as the House barrels toward a November 17 spending deadline to fund the government. GOP Rep. Stephanie Bice of Oklahoma is considering a run for conference vice chair – the leadership role previously occupied by now-Speaker Mike Johnson, according to her spokesperson. Some hard-right Republicans consider themselves a distinct political party from their more mainstream, business-minded colleagues, whom they accuse of being in a “uniparty” with Democrats. By Tuesday evening, five more Republicans, none with a national profile, were vying for the nomination.

After the Supreme Court voted to overturn Roe v. Wade in June last year, he celebrated. Mr. Johnson said Mr. Jordan called him when he was running for office, because “he knew I was a conservative,” contributed money to his campaign and invited him to Washington for a meeting with him and other Freedom Caucus members. A social conservative, Mr. Johnson played a leading role in recruiting House Republicans to sign a legal brief supporting a lawsuit seeking to overturn the results.

Marjorie Taylor Greene calls on Johnson to resign after foreign aid bills pass: ‘If he doesn’t do so, he will be vacated’.
Mr. Johnson immediately faces a host of challenges that dogged his predecessor, Mr. McCarthy. He is confronting a mid-November deadline to pass a measure to fund the government to avert a shutdown. And he will need to lead a conference deeply divided over foreign policy as Congress considers the Biden administration’s $105 billion funding request for Israel, Ukraine and the southern border. Johnson listed a number of his priorities, including border security, cutting federal spending and establishing a bipartisan debt commission "immediately." "I think all the American people at one time had great pride in this institution, but right now that's in jeopardy," he said. "And we have a challenge before us right now to rebuild and restore that trust." "I want to say to the American people on behalf of all of us here, we hear you. We know the challenges you're facing. We know that there's a lot going on in our country, domestically and abroad, and we're ready to get to work again to solve those problems and we will," he said.
Still, in a separate vote afterward, only a few Republicans indicated they would not back Mr. Johnson on the floor, while about 20 Republicans were absent. On Wednesday, Mr. Johnson was toiling to help Republicans turn the page from the chaos of the past few weeks. He said there would be none of the typical celebrations that accompany the election of a new speaker.
He accused GOP lawmakers of working to find a candidate for speaker who can pass their "extreme litmus test" opposing marriage equality, cutting Social Security and Medicare, and enacting nationwide restrictions on abortion. Shortly after 1 p.m., the House began voting for speaker, with Johnson as the Republican nominee and Jeffries as the Democratic nominee. Before the vote in the House, Johnson said he had not spoken to the president, but said he assumed he would soon. Asked if he was worried Johnson might attempt to overturn the results of the 2024 election, Mr. Biden said he wasn't. The Democratic leader also vowed that his party will continue to support Ukraine to defeat Russia's aggression.
McCarthy won the majority of the Republican vote in a closed-door November meeting. Weeks later, Democrats unanimously chose Rep. Hakeem Jeffries (D-N.Y.) to become their leader as the party transitions into the minority. Some on the right opposed to Mr. Emmer cited his vote in favor of codifying federal protections for same-sex couples.
Talking with reporters, he gamely brushed off the notion that his historic and humiliating slog to election — the most protracted such contest since 1859 — foretold any troubles ahead for him in governing with an unruly and narrow majority. The 118th version of the Senate did the same this week, convening for a celebratory induction of new members and the swearing in of re-elected senators on Tuesday, then quickly fleeing the capital for three weeks to allow the House to occupy the political stage alone. While it was long before the dawn of Twitter, super PACs and C-SPAN, things really haven’t changed all that much in Congress. Two Republicans who were absent for personal reasons from votes earlier in the day, Ken Buck of Colorado and Wesley Hunt of Texas, were expected to be back in time for the vote. That would mean Mr. McCarthy needs just two more in his column, and potentially just one if two or more of his opponents do not vote or vote present. “I think the House is in a lot better place with some of the work that’s been done to democratize power out of the speakership, and that’s our goal,” he said.

Johnson praises former Speaker Kevin McCarthy, unceremoniously deposed three weeks ago. Says “he is the reason we are in this majority today,” a nod to his political skills. Representative Ken Buck of Colorado said that Mr. Johnson was not involved in postelection efforts to invalidate the results, even though Mr. Johnson was a critical player in those activities. “People can make mistakes and still be really good speakers,” Mr. Buck said.
McCarthy has not thought about resigning after losing speakership vote
Last call came, before the Republicans voted to go to a 15th ballot instead of adjourning — an unexpected opportunity for another viewing party. Former President Donald J. Trump made a crucially timed call to Representative Matt Gaetz on Friday night after the Florida congressman voted “present” and sunk Kevin McCarthy’s 14th effort to be elected House speaker. Those compromises delivered a breakthrough for Mr. McCarthy, who in votes on Friday afternoon won support from a sizable chunk of the Republicans who had consistently refused to back him — though he remained short of the majority to win.

And by the end of the day, with the majority of the detractors finally coalescing around Mr. McCarthy, Mr. Gaetz appeared to have softened his tone. With Mr. McCarthy elected, he immediately turned to swearing in the 434 members of the House to officially seat the 118th Congress. Republicans announced that they would wait until Monday to consider a package of rules for the chamber, which is expected to enshrine many of the compromises Mr. McCarthy made to win his post. Mr. McCarthy, who rarely moved from his seat over the days of votes, approached Mr. Gaetz and Ms. Boebert in their seats and appeared to be pleading with them to change their votes, his signature smile wiped from his face. At one point, Representative Mike Rogers, Republican of Alabama, had to be restrained after stepping toward Mr. Gaetz.

Two seats are vacant due to the resignations of Reps. Chris Stewart, a Republican from Utah, and David Cicilline, a Democrat from Rhode Island. "Today is the day that House Republicans will humbly look in our hearts and elect Mike Johnson as speaker of the People's House," she said. "House Democrats believe that when members of the body voted to reject the results of the 2020 election, they forfeited their ability to lead this chamber," Aguilar said. Rep. Pete Aguilar of California, chairman of the Democratic caucus, rose to nominate Jeffries for speaker and accused Republicans of manufacturing a crisis that has lasted 22 days. In a press conference with Australian Prime Minister Anthony Albanese at the White House, President Biden welcomed news of Johnson's election. "Our commitment to Israel's security is ironclad and Israel has a right to defend itself under the international rules of war against the brutal terror unleashed on its citizens by Hamas," Jeffries said.

Mike Johnson faces growing momentum to oust him as House speaker.
Rep. Tony Gonzales of Texas, who voted for Majority Leader Steve Scalise on each of the three ballots during House voting last week, said he plans to back Johnson when the lower chamber convenes to elect a new speaker. The four absences mean Johnson will need 215 votes to win the speakership if all members in the chamber vote for a candidate. "Therefore, the Honorable Mike Johnson of the state of Louisiana, having received a majority of the votes cast, is duly elected speaker of the House of Representatives for the 118th Congress," McHenry, the interim speaker, announced after reading the final vote tally.
Mr. Johnson won after multiple rounds of ballots, beating out Representative Byron Donalds of Florida, a member of the Freedom Caucus. Representative Mike Johnson, a little-known social conservative from Louisiana, emerged on Tuesday night as the latest contender for the post after Representative Tom Emmer of Minnesota, the No. 3 House Republican, dropped his bid only hours after securing the nomination. Mr. Emmer’s downfall followed a swift backlash from the right, including former President Donald J. Trump, that left his candidacy in shambles and the G.O.P. as divided as ever. He once shared the story with a mostly Democratic audience at a congressional hearing on slavery reparations, and he was surprised to hear boos as he spoke, he later recounted to the Council for National Policy, an assembly of conservative donors known for its strict secrecy. Representative Steve Scalise of Louisiana, the No. 2 House Republican and the first to be nominated for speaker following Mr. McCarthy’s ouster, was ultimately seen as insufficiently pro-Trump by too many of his colleagues.

When Representative Chip Roy of Texas, then a freshman and now one of Mr. McCarthy’s most vocal opponents, forced roll call votes on every amendment in spending bills in 2019, the process of approving them dragged on for two weeks. But after flipping their votes to Mr. McCarthy on Friday, some of the former holdouts said they had been assured by an emerging framework, which is expected to cap the size of government funding bills, call for spending cuts and allow for amendments on the House floor. They had demanded the ability to hold a vote on the House floor for each individual earmark.
The Republican leader claws his way to the post in a dramatic late-night vote.
The speaker is responsible for maintaining decorum in the House and may order the Sergeant-at-Arms to enforce House rules. Historically, there have been several controversial elections to the speakership, such as the contest of 1839. In that case, even though the 26th United States Congress convened on December 2, the House could not begin the speakership election until December 14 because of an election dispute in New Jersey known as the "Broad Seal War". Two rival delegations, one Whig and the other Democrat, had been certified as elected by different branches of the New Jersey government. The problem was compounded by the fact that the result of the dispute would determine whether the Whigs or the Democrats held the majority.
The Los Angeles Police Department said 93 people were arrested on suspicion of trespassing during Wednesday's demonstrations at the University of Southern California. In a dramatic setback, House Republicans fail to impeach Homeland Security Secretary Alejandro Mayorkas after a few GOP lawmakers refused to go along. House Speaker Mike Johnson will send articles of impeachment against Homeland Security Secretary Alejandro Mayorkas to the Senate after Congress returns. After Tuesday’s ceremonial procession and presentation of the articles, the proceedings will not begin until Wednesday. Senators will be sworn in as jurors, turning the chamber into the court of impeachment. The Senate will then issue a summons to Mayorkas to inform him of the charges and ask for a written answer.
Representative Jim Jordan of Ohio, a founder of the hard-right House Freedom Caucus and someone Mr. Johnson has described as a mentor, was the next member to be elected speaker designate in a secret ballot. He had Mr. Trump and the far right in his corner, but ultimately failed to win over more centrist members of his party who steadfastly refused to support him. And the hard-right Republicans who voted to oust Mr. McCarthy, setting into motion the three-week stretch of chaos that left the House without a leader, said Mr. Johnson’s ascension to the top job made their decision to depose the California Republican worth it. A bloc of Republicans had objected to the speaker bid of Representative Jim Jordan of Ohio, the hard-right co-founder of the Freedom Caucus, because of his role in helping lead Mr. Trump’s efforts to overturn the election. Sen. Sherrod Brown, a Democrat who is facing a tough reelection bid in Ohio, called the impeachment trial a “distraction,” arguing that Republicans should instead support a bipartisan border compromise they scuttled earlier this year.
Republican Reps. Paul Gosar of Arizona and Thomas Massie of Kentucky have signed on to the motion to vacate, which Greene authored but hasn't yet brought to the floor as a privileged resolution. Ryan, then just 45, was the youngest speaker in nearly 150 years but had already been party's vice presidential nominee on the 2012 ticket. Once he had Boehner's job, however, he experienced much the same internal strife. Ryan also had a strained relationship with then-President Donald Trump, with whom he had a falling out during the fall 2016 campaign.
A photographer was among those arrested during clashes between protesters and law enforcement on the University of Texas at Austin campus on Wednesday. Other buildings on the campus in Arcata are at risk of being occupied, and protesters “have shown a willingness” to lock themselves in facilities and steal equipment, the officials said. The university closed its campus Wednesday evening as LAPD began arresting demonstrators. At one point during the demonstrations, tensions escalated as protesters refused to relocate and remove their tents and other prohibited items, a university official said. "The university is a private campus and the group had been violating some of their orders. It was a trespass at that point and we assisted with the arrests," Los Angeles Police Captain Kelly Muniz said during a briefing.

The best part of the cruise was the opportunity to see the waikiki beach from the water. All of the food was picture perfect and tasty but smaller portions than I expected and it was certainly the smallest maine lobster I have ever seen. The upstairs on the ship was set up like a very nice restaurant, white tablecloths and the wait staff were in black suits - very fancy. These Are the Best Travel Tuesday Deals for 2023 - Thrillist
It’s an age-old question — does the early bird really get the worm, or are there perks to taking a “wait-and-see” approach? If you’re booking a cruise vacation, you’ll find there are benefits to both strategies. Planning ahead is a great way to score big savings, as Royal Caribbean often runs early saver deals to guests booking well in advance. It’s also pretty safe to assume prices usually go up as availability goes down the closer you get to your sail date, so booking ahead is a surefire way to lock in a great rate. That said, booking a cruise at the last minute can also yield some unexpected savings — but only if the itinerary you’re interested in hasn’t sold out yet.
